Jinju Hoegwan, near City Hall, is one of the Seoul restaurants people name when they talk about kongguksu, noodles in chilled soy milk. The broth is ground thick enough to coat the noodles, nutty and barely seasoned, and it is meant to be eaten with the restaurant's heavily garlicked kimchi rather than on its own. Kongguksu is a warm-weather dish here and is not on the menu all year. The dining room is large, old, and full at lunch.
